Mr. Floyd has over five years experience in public finance primarily providing consulting services for school districts. Mr. Floyd has assisted in the formation of several Mello-Roos Community Facilities Districts, Landscaping & Lighting Districts and 1913/1915 Assessment Districts as well as the preparation of bond issues to finance public facilities. In addition, Douglas specializes in the ongoing administration of special tax liens and fixed assessments and has provided administrative services for over 100 districts. Furthermore, Mr. Floyd has experience in the preparation of School Facilities Needs Analyses, and Fee Justification Studies. Mr. Floyd graduated with honors from the University of California, Riverside, receiving a Bachelor of Science degree in Business Administration.
